Staff described the township as unable to administer client donations directly and said routing charitable gifts to a local nonprofit would make the contributions tax‑deductible for donors and allow a community organization to manage distribution to people in need. Legal counsel and the township auditor reviewed the draft agreement; NHCO staff indicated they would be willing to establish and manage a dedicated account for the police social‑worker program.
The township will not use donated funds to pay salaries or operational costs for the police social‑worker positions; those remain the township’s responsibility. Staff said the proposed account would be named the “Hampton Police social worker account,” unless a different name is chosen. The manager said the arrangement would permit the community to help clients in need without creating administrative or legal complications for the township.
Staff recommended council approve the memorandum of understanding with NHCO; no formal vote was recorded during the Feb. 12 meeting.
