Commission confirms board and commission term expirations, appoints Planning Commission member to Historic Zoning Commission

NOLENSVILLE, Tenn. — At its Feb. 6 meeting the Nolensville Board of Commissioners reviewed and confirmed term-expiration dates for members of the Board of Zoning Appeals, Historic Zoning Commission and Planning Commission, appointed a Planning Commission member to the Historic Zoning Commission and clarified staggered expiration dates for Planning Commission seats.
The board voted unanimously to confirm the Board of Zoning Appeals terms as read into the record (Larry Gardner — term exp. 12/31/2026; Raymond Kennedy — term exp. 12/31/2025; Susanna Vaughn — term exp. 12/31/2027; Lisonbee Huber — term exp. 12/31/2027; Bill Rooks — term exp. 12/31/2025). The board then confirmed Historic Zoning Commission members and expiration dates (Josh Hughes — 12/31/2025; Robert Haynes — 12/31/2025; Gretchen Anderson — 12/31/2026; Jennica Harris — 12/31/2027; Jody Hassell — 12/31/2027).
The board also appointed Planning Commission member Terry Adams as the Planning Commission representative to the Historic Zoning Commission. The board set the Planning Commission representative’s term at one year and specified that Mr. Adams’ term would expire Dec. 31, 2025. Commissioners discussed the practical effect of a one-year term and the option to review the appointment annually.
Finally, the board read and approved Planning Commission term expirations and appointments to stagger future expirations: Josh Goggins (term exp. 12/31/2027), Philip Nelson (term exp. 12/31/2026), Lynn Serafino (term exp. 12/31/2025), Josh Strouffer (term exp. 12/31/2025) and Terry Adams (term exp. 12/31/2027). The mayor’s proxy seat was left blank to be filled as needed.
All motions to confirm terms and to make appointments passed unanimously by voice vote. Staff said it will maintain a public record of member names and term expirations for the town website to reduce future confusion.
The board also discussed converting ranges of possible commission sizes into fixed seat counts in forthcoming ordinance changes; staff said any transitional situations (for example, six members serving while the ordinance prescribes five) would be handled by allowing the larger membership to remain until a resignation or natural expiration reduced the body to the newly prescribed size.
