Alexander City Council approves carnival agreement, awards utility relocation contract and sets three rezoning public hearings

Alexander City Council on Feb. 17 approved six formal items including an amended agreement to host a spring carnival at the Sportsplex, awarded a bid for a utility relocation reimbursed by the Alabama Department of Transportation, set three separate public hearings on rezoning requests and waived a $500 park fee for a May festival.
The council voted unanimously to authorize the mayor to sign an agreement with James Gaines and Loosens LLC to hold a carnival at the Sportsplex in April. The council amended the resolution to change the event dates from March 29–April 6 to April 16–April 19, 2025, before approving the agreement. A council member said the carnival was a strong fundraiser the previous year and returned revenue to the city.
Councilors also approved awarding bid number 25-06 to Southern States Utility for a power-line relocation tied to the Alabama Department of Transportation bridge-replacement project (BR-0063507) on Alabama Highway 63 at Sugar Creek. The council approved the contract in an amount not to exceed $80,101.41; the project will be reimbursed by the state.
The council set public hearings for three rezoning requests: about 120.86 acres on River Oaks Drive from low-density residential (R-1) to Lakefront Residential (SD-1); about 16.44 acres on Elks (Ellis) Parkway from Reserve Residential (RR) and Planned Development (PD) to Reserve Residential (RR); and about 60 acres on Alabama Highway 63 South from Light Industrial/Highway 1 to High-Density Residential (R-3). Each resolution to set a public hearing passed on a roll-call vote.
Separately, the council approved a request from Tyrone Oliver to hold a Blues and La Porte event on May 17, 2025, at Strand Park and waived the usual $500 fee.
