"Where your trash cans need placed when you get these big garbage fields out there. Are you wanting the front of your place, or are you wanting the back? Older people, how are they gonna bring their trash cans to the front when it's time to pick..." Williams said, urging the council to consider how bin placement would affect disabled or elderly residents.
