Committee adopts ID-based age-verification amendment and advances bill

The Senate Industry and Business Committee voted 5-0 to adopt an amendment to Senate Bill 2380 that replaces device- and app-based age‑verification options with an identity (ID)-based verification method and then recommended the bill do pass as amended.
A sponsor told the committee the change was intended to rely on the most mature verification method available now and that industry had provided buy-in for the revised approach. The sponsor said the ID-based method is the most effective option available at present and that other methods (device- and app-based) may be mature enough at a future date.
The committee first voted to adopt the amendment (filed as amendment 02/2004) on a 5-0 roll call. Senator Angus moved the motion to recommend the bill do pass as amended; Senator Kessel seconded. The committee then recorded a 5-0 favorable recommendation to the full Senate. Committee members said they plan to work further on an education amendment for the House if the measure reaches that chamber.
The amendment’s sponsor supplied industry contact emails to the clerk and stated the change is closely aligned with a house version under consideration; committee members agreed to move the bill forward with the ID-based verification language.
