Iowa House reads dozens of bills into record; first readings sent to standing committees

The Iowa House of Representatives read into the record approximately 22 House Files during a floor session, and referred each to the appropriate standing committee or placed several on the calendar for later consideration.

The measures covered a range of topics, including workers' compensation (House File 421 by Representative Bowden), preschool quality standards (House File 422 by Representative Bagneski), restrictions and penalties related to certain abortifacient drugs (House File 423 by Representative Shipley), and a proposal to establish a “Work Without Worry” program under Medicaid for employed individuals with disabilities (House File 424 by Representative Turck). Several measures dealing with Medicaid durable medical equipment, power wheelchairs and related reimbursements also were read for the first time and sent to the Committee on Health and Human Services.

Why it matters: the first-reading process brings bills formally before the chamber and routes them to committees where they may receive hearings, amendments and votes. None of the bills received floor debate during the session; the readings place the measures into the committee process for further consideration.
