Proposal to legalize lane-sharing for motorcycles fails for lack of motion

Representative Skogg brought RS 32,400 to the committee to raise the subject of allowing motorcycles to travel between lanes (commonly called lane-sharing) on congested freeways. Skogg said the practice is legal in other states and can help prevent overheating on motorcycles that are not water-cooled.
Representative Mickelson questioned who would be financially responsible if a motorcyclist scratched a car while passing between lanes; Skogg acknowledged safety considerations but emphasized the practice exists elsewhere. The committee chair asked for a formal motion to consider the RS; no member made the motion and the chair declared the RS died for lack of a motion.
No formal vote was taken on the merits of the proposal; the RS will not proceed unless reintroduced with a motion in a future hearing.
