Council awards $1.92 million contract to start Civic Center fountain and garden renovation

The Paramount City Council on Feb. 11 approved an award of contract for the long‑planned Civic Center Fountain and Gardens improvement project (City Project 9276).
City staff reported that the design process, led by Studio 111, produced a concept that ties into a mid‑century modern downtown aesthetic and adds benches, pavers, string lighting, picnic canopies, misters and a reworked fountain area. Public Works Director Adriana Figueroa said construction documents and the bid package were finalized in December 2024 and four bids were received.
Staff reported a formal bid protest that led to Cosign Construction being deemed non‑responsive. Arc Construction Inc. was identified as the lowest responsive, responsible bidder with a base bid of $1,921,563.28. With a 10% contingency, staff presented a total project cost just over $2,100,000. The project had $1,500,000 budgeted for construction in the current CIP; staff said the remaining $613,750 will be incorporated into the FY26 budget to fully fund the work.
Council members asked about schedule and funding. Staff estimated the contractor would receive documents and bonds in March, with a probable construction start in April or early May and substantial completion anticipated by July or August, subject to material lead times. Council members discussed avoiding overlap with holiday decorations and events.
A motion to award the contract to Arc Construction Inc. passed on a unanimous roll‑call vote (Aguayo, Olmos, Craig Stallings, Vice Mayor Lemons and Mayor Delgadillo voting yes). Staff recommended the award and will proceed with contract execution and incorporation of the remaining funds into the FY26 budget.
