Council raises social-host fireworks fine to $1,000

The Paramount City Council on Feb. 11 approved Resolution 25-002 to raise the social-host fine for illegal fireworks to $1,000, up from the current $250.
Danny Elizadeus, management analyst in public safety, presented the item and said the city compared fireworks fine schedules among neighboring jurisdictions and found Paramount’s social-host penalty to be the lowest. "We're proposing increasing the social host fine from $250 to $1,000," Elizadeus said, describing the change as intended to strengthen enforcement without matching the $2,000 fines used by some neighboring cities.
Elizadeus referenced prior local ordinances and resolutions—Ordinance 9-37 (2002) and Resolution 20-001 (2020)—and said the recent deployment of dashcam technology has improved enforcement capability. Staff recommended adoption of Resolution 25-002 to align the city’s penalty structure more closely with regional practice and to deter illegal fireworks activity.
A motion to adopt Resolution 25-002 passed on a unanimous roll-call vote (Council members Aguayo, Olmos, Craig Stallings, Vice Mayor Lemons and Mayor Delgadillo voting yes). The resolution updates the administrative fine schedule for fireworks-related violations; staff said the increase is intended to enhance compliance and enforcement.
The council made no changes to the proposed fine schedule at the Feb. 11 meeting.
