San Marcos mobile‑home residents seek rent review limits, repairs during public comment

John Mosher, president of the San Marcos Mobile Estate Homeowners Association, told the City Council during public comment on Feb. 11 that residents are gathering signatures to challenge a rent review notice and seek negotiations with the park owner.
“My thing this year is pretty simple. 75% of CPI and then get them to actually go through and give us a comprehensive list of the repairs that need to be done in the park and timelines to do it,” Mosher said. He told the council that residents face critical infrastructure problems, including issues with electricity and an aging water system, and that driveways across several parks are not being maintained by owners.
Mosher said he is working with city staff, the citywide mobile home resident association and other local groups to refer residents for assistance and to pursue remedies. He named other parks where similar maintenance concerns were reported, including El Dorado and Rancho San Marcos.
No council action was taken on the remarks; Mosher made his comments during the oral communications/public comment portion of the meeting.
