Cobb County elections board certifies February special primary; turnout 9,005, risk-limiting audit set for next day

The Cobb County Board of Elections and Registration voted to certify results of the February special primary after Director Fall presented final turnout and ballot-count details.
Director Fall said 9,005 voters cast ballots in the special primary, with 5,638 voting on election day, 3,307 voting in advance in person (AIP) and 41 absentee-by-mail ballots recorded in the election summary report. The director told the board the overall turnout for the two affected commission districts was 3.75 percent. She said the total number of registered voters in the two districts, as stated in her presentation, was 240,114; a board member later repeated a different number while asking for clarification.
The director said one ABM mailed ballot had been provisional at mailing and one provisional on return; both were cured and counted. She also explained why some ballot counts differ between internal numbered lists and the election summary report: provisional ballots are recorded in the provisional bucket rather than in specific program buckets such as ABM or EPULS. Director Fall said the RLA will begin at 10:30 a.m. the following morning at the main office and is expected to be brief because the contest was small; two teams will perform the hand-count audit and parties may each send up to two representatives.
Board members moved and seconded certification. The motion to certify the February results passed unanimously for the minutes; the chair noted one member, Ms. Muspacher, was not present and that notation will appear in the minutes.
The board recorded no equipment failures or other major problems on election day, Director Fall said, and she provided an hourly turnout breakdown that peaked around 5 p.m.
The board did not take additional action beyond certification during the open session.
The RLA scheduled for the next morning will be held at the elections office and will proceed as a hand count because of the small number of ballots, Director Fall said.
