London City Council took multiple formal actions on Feb. 6, approving a set of appropriations and contracts while leaving other major items on the agenda for further committee review.
Key outcomes at a glance: - Resolution 102-25 (StreetScan sidewalk assessment): Approved. Council authorized a $50,000 contract to map, grade and video sidewalk segments citywide to support prioritization and grant-seeking. Sponsor: Council Member Michael Norman. Vote: 7–0 in favor.
- Resolution 103-25 (police donations): Approved. Council reappropriated $11,033.52 in police-donation funds for department use. Passed on suspension of rules.
- Resolution 104-25 (fire donations): Approved. Council reappropriated $2,750 in fire-donation funds, largely used last year to buy replacement hoses.
- Resolution 105-25 (American Rescue Plan Act reconciliation): Approved. Council authorized returning $10,443 remaining from a salary retention ARPA allocation as required by the grant terms.
- Resolution 106-25 (tree assessment): Approved. Council approved an $800 appropriation to pay the county for tree-assessment costs on city property; county will transfer the money back into the city tree fund per ORC procedures.
- Resolution 107-25 (fireworks appropriations): Approved (emergency). Council increased the appropriation for the city’s July fireworks display from $25,000 to $30,000 and added an emergency clause to allow the city to finalize a contractor sooner.
- Resolution 108-25 (road repairs appropriation): Approved (emergency). Council appropriated $500,000 from capital improvements for road repair bidding and projects.
- Resolution 109-25 (auditor fund transfers): Approved (emergency). Routine transfers, including a $200,000 transfer to the fire department operating budget, were authorized.
- Resolution 110-25 (grant-application authority): Approved (emergency). Council authorized the safety-service director and/or mayor to apply for grants on the city’s behalf; acceptance of grants would still require council approval.
Items left on the agenda for further review or public hearing: - Ordinances 207-24, 208-24 and 209-24 (tax increment financing/TIF-related items): Read and left on the agenda; public hearings and additional counsel meetings scheduled.
- Ordinance 111-25 (amendment to Codified Ordinances Section 8-74 governing special events): Continued discussion; council solicited additional input from festival organizers and safety services and left the ordinance on for amendments prior to final readings.
- Resolution 210-24: Set a public hearing for Feb. 20, 2025, regarding the London Gateway new community authority petition.
Failed measures: - Resolution 101-25 (CivicPlus software purchase for the clerk’s office): Failed. The clerk recommended against CivicPlus after internal review and council voted to reject the appropriation request.
Most adopted items were routine appropriations, donations reappropriations and the sidewalk assessment contract. Several of the larger items (TIF ordinances and the festival code amendment) remain under review and will return to council after committee and administration follow-up.
