The Columbia City Planning Commission voted to approve zoning text amendment TA‑2025‑1, which removes the Innovista Design Overlay District height modification across most of the overlay while retaining a 75‑foot height limit in specified proximity zones.
Planning staff summarized the amendment, saying it mirrors an earlier request considered in April 2024 but narrows the retained height limitation to remain only within 300 feet of the western boundary of the West Shore Bay Protection Area. Staff explained the 75‑foot height limitation will also remain within 300 feet of residential districts as currently written. Staff noted the West Shore Bay District overlays include separate height rules that remain in place.
Commissioners asked clarifying questions about where the 75‑foot limit would continue to apply and whether it covers student housing; staff confirmed the limit applies relative to residential districts and noted it would not apply to residences located in commercial districts. Staff also referenced a map in the packet showing the geographic area where the 75‑foot limitation will remain.
No members of the public spoke on the item. A Planning Commission member moved to approve TA‑2025‑1; a second was given and commissioners voted in favor. The motion passed and the amendment was approved.
With the vote, the commission concluded its regular agenda items.
