Weston & Sampson report small flood-zone impact change for 55 East Grove Street; commission accepts handling via as-built

Weston & Sampson and project engineers told the commission that minor grading adjustments to protect an historic dug well at 55 East Grove Street increased the amount of work in bordering land subject to flooding by about 300 square feet. The commission concurred the change appeared minor and agreed the matter could be resolved through the as-built review at certificate-of-compliance rather than through an amendment now.
Allie Goldberg and Megan Kearns of Weston & Sampson explained the changes occurred during final design and QA/QC: grading was adjusted near the old brick well to protect it from construction vehicles and, because the site is in the flood zone, the adjustment slightly increased the measured flood-zone impact. The team provided a letter outlining differences between the approved Order of Conditions (issued in November) and the revised calculations: cut decreased slightly, fill stayed the same, and overall there remained a net on-site cut. The engineers also noted some roadway utility work will require curb-to-curb paving per MassDOT permit; these roadway activities are exempt from Wetlands Protection Act permitting when in the roadway, the team said.
Commissioners asked whether the change required a formal amendment or could be handled as a minor change during certificate-of-compliance review; after discussion the commission placed a note in the file and agreed that, given the small relative area change (roughly 300 sq ft out of much larger footprint), they were comfortable handling it during the as-built and certificate-of-compliance process. No vote to require an amendment was taken; staff will request the as-built when the project completes construction.
