Commission approves Old Center Street NOI with flood-storage mitigation

The commission voted to accept revised plans dated Jan. 29, 2025 into the record and approved the Notice of Intent (NOI) for Old Center Street with a standard Order of Conditions after staff and the applicant added a flood-storage mitigation area.
Jamie Bissonette of Zenith Consulting Engineers said the revised plan adds a mitigation depression to replace flood storage lost by project grading and described the mitigation area on the plan. Commissioners and staff reviewed the revised mapping, noting the mitigation fills will recreate and expand lost flood storage in the same general area. The commission closed the hearing on a motion, and subsequently voted to approve the NOI and issue a standard Order of Conditions (motion by Diane, second by Carrie; voice vote aye).
No additional special conditions beyond the standard Order of Conditions were recorded in the meeting minutes; staff will issue the Order and attach the revised plan to the file.
