Council schedules special budget work session for Feb. 26 to examine moratorium impacts and departmental needs

City administrators and councilors agreed to hold a special budget work session on Wednesday, Feb. 26, at 6:30 p.m. to review anticipated budget pressures and plan for the next fiscal year.
The city administrator told council the session will cover short- and long-term impacts of the building moratorium on system development charges (SDCs) and permit revenue, staffing and operational needs for court and police services, and longer-range choices for departments affected by slower permitting activity. "This is not an emergency. There's an urgency," the administrator said, urging early discussion ahead of budget preparation.
Councilors asked that consultants, state and regional contacts (including the Department of Environmental Quality and Regional Solutions representatives) be invited. Staff said those consultants and regional contacts had been invited and that Lane County and other regional partners were participating in related meetings with the governor's office and regional solutions team to pursue funding possibilities.
Council agreed to the Feb. 26 date and asked staff to circulate materials in advance so members and citizen committee participants could review numbers before the session. The administrator said staff will attempt to distribute budget documents earlier than in prior years and include notes describing changes to the format.
