Council approves engineering, intergovernmental agreement, janitorial and other items; appointments made

The Junction City City Council approved several contracts and appointments Tuesday, voting unanimously on each formal motion presented.
Engineering services: The council approved an engineering services task-order contract with SCS Engineering to produce rate and payment projections related to sewer and water projects. Public Works staff said using SCS keeps costs lower because the firm already holds the city's data. Councilor Leach moved to approve the contract and authorize the city administrator to sign; the motion carried unanimously.
Building-evaluation intergovernmental agreement (IGA): The council approved joining a regional IGA that allows Junction City to offer or receive building plan review and inspection services with other jurisdictions. Staff said the agreement broadens existing arrangements and is nonbinding if the city cannot provide requested services. Councilor Weishburn moved to enter the IGA and authorized the public works director to sign; the motion passed unanimously.
Fisher public-involvement contract (communications): Council signaled consensus to proceed with a public information contract with Fisher to develop outreach materials about upcoming sewer-treatment and waterline projects. Staff said the scope and a funding allocation of approximately $30,795 are included in sewer and water project budgets. The council registered consensus for staff to proceed.
Janitorial services contract: Council approved a janitorial-services contract with G&K Floors following a competitive quote process; the contract term is one year with four automatic one-year renewals. Staff said two qualified providers from the Oregon program were unable to provide services and six vendors responded to the city's RFQ. Councilor Hancock moved to approve the contract and authorize the city administrator to sign; the motion passed unanimously.
Appointments: The council appointed Sharona Palm to the city's budget committee (position 4) with a term through Dec. 31, 2027. The mayor announced mayoral appointments of John Edwards and Todd Olsen to the Public Safety Committee and Christian Henderson to the Community Services and Development Committee.
Each contract and appointment was reviewed by staff and the relevant committee before council consideration, and legal review was reported for the contracts. Where formal roll-call votes occurred the record shows unanimous approval.
