HR Director Crystal Malchos told commissioners the county has partnered with Konza to perform criminal background checks, driver's-license checks and drug screens and that Konza is proposing a streamlined service to register CDL drivers with the FMCSA clearinghouse and perform required annual audits. "They do the background. They make sure that they're registered with FMCSA. They do their annual audit, and it's only $5 per person per month," Malchos said. She said her office believes the cost can be covered within the department's existing background-check budget.
Commissioners discussed logistics. Malchos said the county pays only for active employees: when an employee terminates, billing for that person stops. She estimated roughly $60 per month for the unit referenced during the meeting — about $720 a year — and said the service avoids purchasing unused slots by charging per person.
A motion to accept the offer referenced in the meeting transcript (phrased there as "accept the offer from Console Labs for the background checks") was moved and seconded and approved by voice vote. The transcript records the approving voice vote but does not list individual roll-call votes.
The amendment is intended to ensure county compliance with DOT/FMCSA rules for CDL drivers by centralizing registration and annual auditing through the vendor. The county staff will implement the new subscription per employee and stop billing for terminated employees, Malchos said.
