The Rapid City Legal and Finance Committee on Jan. 29 approved second reading and recommended adoption of Ordinance No. 6649, which amends Rapid City Municipal Code 2.89 0.06 to change the quorum requirement for the Parks and Recreation Advisory Board from three members to four.
A department representative, Mr. Lowe, said he was filling in for Jeff and explained the change: “So, basically, this ordinance would change the quorum requirement from, 3 members to 4 to bring, the quorum in line with the number of votes required to authorize for any board actions,” Mr. Lowe said.
Committee member Evans moved approval and Biberdorf seconded; the motion carried with the committee voting to approve. Committee members described the change as noncontroversial during the meeting, and no public comment was recorded on the item.
The ordinance adjusts the board’s internal voting threshold by increasing the number of members required to convene a quorum. Staff did not provide additional detail about downstream effects such as reappointment timing or membership vacancies during this meeting.
