Rapid City Council approves multiple ordinances and land actions; continues several rezonings and tables First Presbyterian appeal

Rapid City — The Rapid City City Council on Feb. 3 approved several ordinance readings and land-use actions, continued multiple rezoning items for further review and tabled an appeal by First Presbyterian Church seeking a conditional use permit to operate a mission (warming center) at 710 Kansas City Street.

The council approved second readings of ordinances amending the Rapid City Municipal Code and several rezoning requests, approved a preliminary subdivision plan for Shepherd Hills West and voted to continue or table other items to future meetings. The council also approved the city’s bill list totaling $15,379,717.72.

Why it matters

Several land-use decisions moved forward — including rezones and a subdivision preliminary plan — that affect development along North Haines Avenue, Country Road and in Shepherd Hills. Council also paused consideration of a controversial conditional-use appeal from First Presbyterian Church, deferring substantive action and further public debate to another meeting.

Details and context

City staff and the Planning Commission recommended approval with stipulations on some items; in other cases the council heard neighborhood concerns and asked for more time. Planning staff noted that commercial projects that generate more than 100 peak-hour trips would trigger a traffic-impact study, and that roadway improvements (turn lanes, etc.) would be at the developer’s expense if required.

Next steps

Items continued to Feb. 18 include rezoning 24RZ026 (NDN Holdings LLC) and the planned development amendment for Tuscany Properties LLC (24PD024). Item 18 (parks master plan services agreement) was continued to March 3. The tabled First Presbyterian appeal will remain off the council agenda until taken up from the table.
