Committee approves second reading of ordinance letting city buy equipment from CIP fund

Finance Director and Acting Public Works Director Daniel Lainsley told the committee the ordinance is unchanged since first reading. “This item is just a, second reading. There's been no changes, since your first reading. And this just, allows the city to proceed with, purchasing equipment out of our CIP fund, which is in accordance with, the council adopted budget in 2025,” Lainsley said.
The motion to approve was made by Committee member Biberdorf and seconded by Committee member Roseland; the committee voted to carry the motion. The ordinance was handled as a second-reading item and no substantive amendments were discussed during the meeting.
The change does not create new appropriations; Lainsley framed the ordinance as an authorization to proceed with purchases already contemplated in the adopted 2025 budget. No public comment was offered on the item during the committee meeting.
The committee moved on after approving the ordinance; staff did not indicate further follow-up or implementation steps beyond the purchases contemplated under the CIP and the adopted budget.
