Rapid City Council approves series of ordinances, rezonings, subdivisions and $10.15 million bill list

The Rapid City Council on Tuesday approved a package of nonconsent items including first readings of municipal-code amendments, rezoning requests and preliminary subdivision plans, and approved the city’s bill list totaling $10,148,700.90.
Among the ordinances the council approved on first reading were ordinance No. 6649, amending Rapid City Municipal Code section 2.89.0.06 regarding quorum for the Parks and Recreation Advisory Board, and ordinance No. 6652 amending code section 3.16.0.09. Both measures passed on first reading following council motions.
The council approved two separate rezoning requests on first reading. Ordinance No. 6647 rezoned property from General Agricultural District to Low Density Residential District 1 for property described as south of Cobalt Drive and west of Bunker Drive (applicant Long Branch Civil Engineering Inc. for Doak LLC). Ordinance No. 6648 approved a rezoning request by Michael Freibarger from Light Industrial District to General Commercial District for property southeast of East Highway 44 between Campbell Street and Creek Drive. Councilors moved and seconded the motions to approve; each motion carried.
The council also approved several preliminary subdivision plans with recommended stipulations: Auburn Hills Subdivision (proposed lots including Blocks 10, 18, 19, 20), Black Hills Industrial Center subdivision (proposed lots 4–6 of Block 3 and others), and Shepherd Hills subdivision (multiple lots across Blocks 2, 5, 6, 7, 8, 10 and 11). Motions to approve the plans and associated stipulations were made and carried.
The council opened and closed public hearings for items 41–43 and approved those items as well. After an executive session the council received and approved the bill list presented by Assistant Finance Director Tracy Davis. The bill list motion, moved by Councilor Roberts and seconded by Councilor Maher, passed; Davis reported the total as $10,148,700.90.
The council then adjourned. The meeting record shows routine approvals and first readings; the ordinances and subdivision approvals will follow the city’s normal subsequent reading and final-adoption processes where applicable.
