Committee approves first reading to move $3.5 million in equipment purchases into Rapid City CIP

The Rapid City Legal and Finance Committee on Jan. 15, 2025 approved introduction and first reading of Ordinance No. 6652 to amend the city—s Capital Improvement Program (CIP) ordinance and allow certain 2025 equipment purchases to be paid from CIP funds.
Assistant Finance Director Tracy Davis told the committee that the Council recently approved $3,500,000 of equipment purchases that were moved from the General Fund budget for 2025 into the CIP. "So, we are changing the requirements allowing those payments to be made from the CIP fund," Davis said. She added staff will bring forward a new CIP policy once the ordinance is passed.
Committee member Bieberdorf moved to approve introduction and first reading; Councilmember Bill Evans seconded. The chair called the question and announced the motion carried.
Davis said the change is administrative and tied to recently approved equipment purchases; the committee did not record public comment on the item at the meeting. Staff will present a revised CIP policy to the city council after the ordinance process moves forward.
