The Rapid City Legal and Finance Committee approved introduction and first reading of Ordinance No. 6649 on Jan. 15, 2025, to amend Rapid City Municipal Code section 2.89.006 and increase the Parks and Recreation Advisory Board quorum from three to four.
Director Bigler told the committee the existing ordinance designates a seven-member board that requires four affirmative votes for action but currently sets a quorum at three. "So what this will do is it will change the, the quorum minimum to 4 rather than 3," Bigler said.
The change is intended to align the minimum number of members present with the number needed to carry an affirmative action. Committee member Bieberdorf moved to approve the ordinance introduction and first reading; Councilmember Bill Evans seconded. The committee voted to approve the motion; the chair announced, "All in favor? All opposed? Motion carries."
