Stormont Vail renovation: county project team reports progress, $20 million cap and 2028 deadline cited

A major electrical modernization of legacy switchgear and panels was estimated at about $2.8 million; replacing or repairing cooling‑tower components and wastewater piping were described as forthcoming priorities.
Project staff and county members said the county’s funding agreement provides a $20 million allotment for renovations and that the parties expect the work to be completed under that cap. Participants said the agreement gives Stormont Vail discretion to decide whether to proceed with additional work if the $20 million is exhausted; commissioners were told that the county and hospital agreed timeline extends to January 2028.
Commissioners pressed for an itemized, up‑to‑date expected‑final‑cost (EFC) estimate and for a list of projects that will be left undone if the $20 million is insufficient. Project staff said the original assessment dated to 2019 and acknowledged that inflation increases and updated scope will likely leave some items—such as parking-lot repairs—unfunded under the $20 million cap. County members said they will ask Stormont Vail for a prioritized list showing which items will be completed and which likely will not.
County and hospital representatives said much of the work already completed improved building performance and resiliency: upgraded boilers and air handlers increased capacity and control, reducing long‑standing temperature and comfort problems, staff said.
County commissioners asked the Public Building Commission (PBC) to draft a specific letter to Stormont Vail identifying which items the county wants clarity on and requested a future briefing with a cost‑to‑complete list and recommended priorities.
