Commissioners review jail conditions, two consultant bids and options for bond

Geary County commissioners heard staff and sheriff’s office representatives summarize the condition of the county detention center and reviewed two outside proposals for a phase‑2 study of the facility.
Greg (staff member) told commissioners he had reviewed both proposals and the 2017 report and said he could not support the higher $77,000 proposal without further verification of its added value compared to the lower‑cost alternative. The higher proposal included a broader, more in-depth review of capacity, legal and judicial impacts and recommended options for bed counts and operational changes; the lower‑cost bid was narrower in scope.
Major Anderson and under‑sheriff staff described immediate infrastructure and safety concerns: plumbing problems that make some cells unusable, aging systems, and maintenance costs that totaled roughly $325,000 in 2024. Commissioners and jail staff agreed the facility is deteriorated enough to consider a long-term capital project and that any bond ask would require public education, tours and a comprehensive justification.
Several commissioners and staff recommended a two-step approach: (1) perform reference checks and interview other Kansas sheriffs and jails that used the proposers, and (2) request refined, hour‑based scopes so the county can compare the bids directly. The more comprehensive proposal included hours and scenario-based projections; county staff asked the proposers to break cost estimates into hourly lines for apples-to-apples comparison.
Commissioners also discussed interim financing and cost-sharing options (forfeiture funds were mentioned as a possible partial source) and agreed to schedule tours of the jail to inform the public and the board before any bond election.
No final procurement decision was made at the meeting. Staff were directed to collect references from other Kansas sheriffs, request more detailed scopes and hour estimates from bidders, and return to the commission with that information.
