Commission approves county emergency plan, two rezonings and sale agreement for Crestview

The Franklin County Commission on Feb. 12 voted unanimously to approve the county's updated Emergency Operations Plan, approved two separate rezoning requests and authorized staff to enter a contract to sell the Crestview property to ATEC Services for $227,000, pending execution of a final contract.
The Emergency Operations Plan was presented to the commission as a 270'page update required by state statute. The presenter said KSA 48'9'29(d) requires every county to have an Emergency Operations Plan approved by the state every five years; Franklin County's prior plan had expired in February of the previous year. Commissioners voted to approve the plan after the presenter said state planning staff had reviewed it and recommended approval.
The commission then took up two planning items. A rezoning application commonly known as 2408019 (Singh) was approved to rezone 3 acres of a 26'acre tract to R3A; staff told the commission rural water and soil reports were on file and both staff and the planning commission recommended approval. The panel also approved 2408'0015 (Barnes), a request to rezone 30 acres to an A2 agricultural district while leaving the remaining 208 acres in A1; staff and the planning commission recommended approval of that application as well.
Finally, the commission authorized county staff to enter a contract to sell the Crestview property to ATEC Services for $227,000, pending final contract review and execution. The presenter said five people registered for the public auction and two placed bids; the high bidder was ATEC Services at $227,000. The presenter said staff had done preliminary due diligence on the bidder, and the company indicated willingness to lease space to the historical society and to pay utility costs while leasing.

Commissioners and staff emphasized that the Crestview sale remains subject to final contract terms and local zoning decisions by the city of Ottawa, which the presenter said the buyer must follow. The Emergency Operations Plan presenter noted the county's recovery team, established in 2022, is described in the plan and that state reviewers asked the presenter to serve on the committee that will revise statewide planning standards.
The commission recorded unanimous votes on each item. Staff said final contract documents for Crestview would be brought back to commissioners for review if requested.
