Wayne County committee approves $91,666 subaward to Black Family Development for two prosecutor interns

The Committee on Public Safety, Judiciary and Homeland Security approved a subaward agreement with Black Family Development to cover salaries and travel for two law interns in the prosecutor’s office.
Tony Guerrero, chief of legislation, grants and community relations for Prosecutor Kim Worthy, told the committee the $91,666 subaward comes from a Project Safe Neighborhoods award administered by the U.S. Department of Justice Office of Justice Programs, Bureau of Justice Assistance. “The amount is $91,666 with no county match required,” Guerrero said. He described Black Family Development as the fiscal agent for a multi-jurisdictional, multidisciplinary grant project focused on reducing homicides and nonfatal shootings in Detroit’s Ninth Precinct. The agreement term runs Oct. 1, 2023, through Sept. 30, 2026.
Guerrero said federal funding had already been received and would not be held up by recent orders referenced in the meeting. He explained Black Family Development will act as a conduit and first line of oversight to ensure funds are spent appropriately. Guerrero also said the prosecutor’s office maintains a grants compliance officer to provide oversight.
Committee members asked who comprises Black Family Development; the transcript identifies Kenyatta Stevens as the organization’s CEO. A member said the group “has been around for a number of years” and has “a pretty good track record.”
Commissioner Clemente moved to approve the subaward; Commissioner Alan Wilson seconded the motion. The motion carried; the transcript records “Motion carried” but does not provide a roll-call tally. No public comments were received on the item.
The subaward is intended to place two paid interns in the prosecutor’s office to support Project Safe Neighborhoods work focused on Detroit’s Ninth Precinct. The agreement requires no county match, and the federal grant is identified as the funding source in the transcript.
