Mary Card, deputy director, said the charge is being allocated to business unit 21510, Lehi Court Services, and that money is moving from an "other financing" line into operating expenses.
Commissioners expressed concern about the timing and size of the chargeback. Several speakers referenced figures for the charge that varied in the discussion—$57,000, $67,000 and $68,000 were mentioned at different points—which prompted commissioners to ask management and budget to confirm the exact amount and to consult departments before moving similar adjustments forward. Commissioner Morecki said the clerk's office had not budgeted for the expense and raised concern about potential deficits given pending pay increases for clerks.
Greg (management and budget) told the committee the adjustment certifies fund-balance revenues "to make them whole," language later echoed by Terrence Adams during public comment. Dwayne Seals (deputy chief clerk) and Duane Fields (chief deputy clerk) participated in the exchange; Fields confirmed familiarity with the question and that the item affects the clerk's share of utilities.
Commissioners asked management and budget to provide a breakdown of chargebacks, to consult affected departments before submitting such adjustments, and to present a chargeback briefing for the committee. The utility/chargeback line was approved as part of the committee's omnibus approval of budget adjustments.
The committee did not produce a final, agreed single-dollar figure for the clerk charge during the meeting and directed staff to follow up with departments for clarification.
