County staff reported that bids were solicited for four restrooms (two public-facing and two employee restrooms), and only one contractor responded. The contractor was identified in meeting materials variously as Fried Construction and the Freed Construction Company; staff presented the lowest base bid as $16,009.12 and said the board could approve a pre-construction authorization up to $17,170 to include optional items.
The county administrator explained that the Commission on Aging’s millage rules limit use of millage funds for certain building updates, but said the commission maintains a donation account that can fund building projects. Meeting remarks contained differing phrasing on whether the work would be paid from millage or from the commission’s donation fund; the administrator said the donation fund is available to track the expenditures. The board did not ask for a separate funding motion and approved the project as presented.
Steve (Commissioner) moved and Jan (Commissioner) supported a motion to allow the Commission on Aging to proceed with pre-construction work and to approve spending up to $17,170 for the project. The motion carried by voice vote.
Ending: Staff said they expect to return with any additional contract documents and to proceed with the pre-construction steps authorized by the board.
