Commissioners approved the QPAD proposal for $6,300 to conduct public engagement, collect survey data and produce the five‑year plan. The contract specifies an estimated 119 hours of work with $65/hour for additional time; commissioners said park budget funds will cover the amount if a pending grant does not arrive. A roll call vote recorded "Yes" from all commissioners present.
The board accepted updated Parks and Recreation Commission bylaws (adopted Oct. 16, 2024) but directed two minor edits requested during the meeting: replace the phrase "chair of the Delta County Planning Commissioners" with "chair of the Delta County Planning Commission," and clarify the reference to the County Board of Commissioners secretary (identified as Tracy). Commissioners noted the on‑file version on Nextcloud already reflected most corrections and removed the highlighted text before final acceptance.
Commissioners also approved the Parks Campground Policy and Regulations. An administrator said the packet showed the version reviewed by legal, and commissioners noted that legal review reduced liability risks and cleared language that could have been ambiguous.
Commissioners and staff said the plan will support future DNR grant applications by documenting community engagement and needs. The board approved the QPAD contract by roll call; the motion passed and funding will be handled within the Parks and Recreation budget.
