Council votes to review city commission appointment policy before next round of appointments

Vacaville City Council on Jan. 14 directed staff to return with a review and recommended updates to the city’s commission appointment policy after councilmembers said the existing procedures can unnecessarily restrict consideration of applicants.
Councilmember Freeman asked the council to discuss and potentially revise the policy, citing concerns that the current process can narrow the candidate pool and create the appearance of district-level proxy appointments rather than a citywide merit-based selection. Freeman said the policy language and process could be clarified so councilmembers can consider applicants from across the city when seats are open.
Councilmember Silva and others said the commission system is important and that clarifying language and possible procedural changes would be appropriate before the next round of applications and appointments. The city manager said staff could bring the policy back to the Jan. 28 meeting for council input so any revisions could be considered before February appointment actions.
Action taken: council voted to agendize a policy review and directed staff to return with draft revisions and options for the council’s consideration in January so that any agreed changes could guide the upcoming appointment process.
The motion passed by a council vote; councilmembers indicated they expected the review to include consideration of language on district-based preferences, guidance on how many candidate names a councilmember may forward and whether the city should encourage broader applicant review.
