City staff explained the study is intended to inventory existing facilities, identify deferred maintenance and short- and long-term needs, and produce a prioritized roadmap to inform the capital improvement program. The contract will fund an initial facilities assessment (phase 1) and a later needs assessment; staff and public commentators urged the council to use the report as the basis for strategic decisions on staffing, space planning and capital budgeting.
A member of the public urged the council to first adopt a strategic plan for the city and to be cautious about moving to phases that estimate future staffing needs before a broader vision is set; staff responded that the purpose of the facilities master plan is to document current conditions and useful life and then feed future planning phases. Council members described the study as a foundational planning tool that will support grant applications and help the city more proactively fund and phase maintenance projects to avoid larger replacement costs.
Council approved the staff recommendation to award the agreement (project amount cited in the staff report: approximately $300,000 for the initial phase) and authorized a contingency. Staff will return with a site to begin the first assessment and will use the report to update the city CIP and seek implementation funding.
