The Proviso Subcommittee on Ways and Means voted to adopt an amendment and give a favorable report to House Bill 3843, a codification bill that moves long-standing budget provisos into permanent law.
Representative Hewitt moved to strike proviso 33.14 from the bill "at the request of the agency" and to give staff authority to make technical conforming changes. "I'll make a motion of striking 33.14 from the bill at the request of the agency and give staff, the authority to make technical changes," Representative Hewitt said.
The committee chair called for the question on adoption of Representative Hewitt's amendment; the amendment was adopted. A roll call was required and taken; members recorded on the roll call as voting aye included Representative Cobb Hunter, Representative Crawford, Representative Hewitt, Representative Lowe, Representative Moss, Representative Murphy, Representative Sabernakis and Representative Whitmire. The chair announced the motion passed unanimously.
Nut graf: The bill codifies provisos that have appeared in the state budget for many years and makes technical changes only; the stated intent is to convert temporary provisos into permanent law without substantive policy changes.
In committee discussion the chair explained the packet-review process and asked subcommittee members to identify any provisos they wished to pull for separate debate; no substantive controversy on HB3843 was recorded during the codification discussion. The committee also granted staff authority to make technical edits to conform bill language to actions taken by the subcommittee.
