Planning Commission approves tentative map for 228‑lot LeCoker subdivision on Page Avenue

The Tulare Planning Commission on Jan. 13 approved the tentative subdivision map for the LeCoker subdivision, a 57.31‑acre project proposing 228 single‑family lots east of South Pratt Street and north of Page Avenue.

Staff presented the map and environmental review, saying the site is zoned R‑1‑5 and R‑1‑6 and will be served by city water and sewer with on‑site storm runoff facilities. The proposal includes new city streets and infrastructure built in three phases as market conditions permit. Staff said an initial study prepared under CEQA found that the project would not result in significant environmental impacts with the incorporation of mitigation measures and recommended adoption of a mitigated negative declaration and approval of the tentative map subject to conditions in Resolution No. 5499.

Staff noted required design elements including a seven‑foot block wall along South Pratt Street and West Page Avenue, final wall design subject to the Community Development Director’s approval, and bicycle facilities consistent with the City of Tulare bike plan (Class I along Page Avenue and Class II along Pratt and East streets). Letters from the San Joaquin Valley Air Pollution Control District, Department of Toxic Substances Control and Caltrans were received and included as appendices in the staff report; staff said no changes to the IS/MND or conditions were required in response.

Developer representatives from Artemis Partners spoke in support of the project. Commissioners discussed growth patterns, farmland conversion and the project’s fit with the general plan. A motion to adopt Resolution No. 5499 approving the LeCoker tentative subdivision map passed on a roll‑call vote with Commissioners Limas, Henard, Guerrero, Vice Chair Miller and Chair Miguel voting aye.
