Washington County heard abbreviated presentations from multiple engineering firms competing for a countywide continuing services contract for transportation, utilities, planning and construction engineering inspection (CEI).
Presentations were grouped and run alphabetically. Firms that presented included All Day Howe Engineering (local offices and DOT prequals), Alex Rourke Engineering (Tallahassee-based DBE/SBE firm), CDG Engineers, Columbia Engineering and Services (local presence in Chipley), DHM (Marianna-based full-service firm), Dewberry, DRMP, Half Associates (formerly Genesis), North Florida Professional Services, and WSB (recent Florida entry via acquisition). Each firm outlined experience with FDOT prequalifications, resurfacing and CEI, grant work, and emergency/disaster response; most emphasized local staff or local subconsultant teams to ensure rapid response and familiarity with Panhandle permitting and DOT processes.
Repeated themes in presentations and commissioner questions included: local office availability for on‑site issues; familiarity with FDOT local programs (SCRAP/SCOP/LAP grant programs); CEI capacity located in Chipley or Marianna; grant-writing and funding assistance; and past projects delivered in the Panhandle. Several firms noted experience with site development, boat ramps, traffic signal design, and geotechnical subconsultants.
Commissioners did not award a contract at the workshop; staff will review proposals, check references listed by presenters, and bring a recommendation to a future agenda for selection.
