At a continuation meeting of the Warren County Personnel and Education Committee, supervisors voted on a slate of routine contracts, staffing changes and policy amendments. The committee recorded voice votes on multiple items; the meeting transcript shows motions made, seconded and the chair calling the question for each item.
Key outcomes (motions carried unless noted):
- Authorize contract with Adirondack EAP (Employee Assistance Program) for county employees, effective March 1, 2025, through February 2030. Motion to bring to the floor by Supervisor Driscoll; second by Supervisor Mayday. Chair called the question and the motion carried.
- Authorize renewal of the agreement with Glens Falls Hospital for autopsy services and authorize the chair to sign a letter of agreement. Motion brought by a supervisor (motion and second recorded); the clerk noted the county has no alternative provider in the local market. Supervisor John (surname given as John in the record) said he will meet with Glens Falls Hospital administrators; another supervisor noted the hospital lists membership in Albany Medical Health System on its website and advised clarifying the contracting legal entity for 2025. The resolution passed.
- Amend the rules of the board to change April and May meeting dates (move April meeting to April 11 to avoid Good Friday and move May meeting from May 16 to Tuesday, May 13). Motion by Supervisor Mayday; second by Supervisor Driscoll. Motion carried.
- Transfer funds from reserve for anticipated IT upgrades. Director of IT Mr. Coleman presented a resolution to move money from the reserve fund to department budgets to replace or upgrade equipment as needed. Motion carried.
- Amend table of organization and salary schedule to create a probation officer trainee position (temporary position with anticipated promotion to probation officer after one year). Motion carried.
- Create a part‑time building maintenance mechanic position in the sheriff’s office to cover an injured full‑time mechanic. Motion carried.
- Approve conference, meeting and job training policy modifications: increase department head authorization from $500 to $1,000, remove verbiage requiring an authorization form for intra‑department budget transfers and include a transfer request form when a department lacks sufficient funding. Motion carried.
- Withdraw item 6b (overtime pay clarifications for per‑diem or part‑time sit positions) for county attorney review. No vote taken on 6b.
- Approve the unified county motor vehicle use program policy as presented subject to consolidation of section 6 paragraphs 3 and 4 per the treasurer’s input. Motion carried.
- Transfer of funds: request to transfer $1,400 from budget code A1990469 (contingent account) to budget code A1420436 (County Attorney, advertising fees). County attorney explained New York State’s recent changes to tax foreclosure law doubled the period between filing and redemption, which increased required statutory newspaper notices. The attorney said the longer redemption window produced an unintended budget shortfall of $1,440 for additional notices; the transfer request to cover the shortfall was carried.
Several motions were approved by voice vote; the transcript records supervisors saying “aye” when the chair called the question but does not include roll‑call tallies in the record for these items.
