Board approves several administrative appointments including new senior operations supervisor for food services

The Board of Education of Baltimore County approved multiple personnel matters and five administrative appointments during its Jan. 28 meeting.
The board voted by roll call to accept personnel matters listed in exhibits D‑1 through D‑3, including retirements, resignations and certificate appointments. Vice Chair Robin Harvey called for a motion and the board recorded a roll call vote; the chair announced “Motion carries” after the tallied yes votes.
Administrative appointments approved as presented in Exhibit E‑1 included the following named hires. Superintendent Dr. Rogers introduced the candidates and asked them to stand for recognition before the board:
- Julian Cover — appointed senior operations supervisor, Department of Food and Nutrition Services. The superintendent said Julian brings 22 years of relevant experience including prior roles as a general manager and director of operations at multiple dining operations.
- Deborah Fokini — appointed assistant manager, technology support, Office of Information Technology Operations. The superintendent noted 14 years of experience with BCPS in PC technician and IT support roles and prior work with the Baltimore County Public Library.
- Timothy Gordon — appointed assistant principal, Hereford High School. Dr. Rogers noted 18 years of experience, including roles in Baltimore City Schools and a prior role at the Maryland State Department of Education.
- George Knotts — appointed senior supervisor, planning, Office of Facilities Construction and Improvement, with prior experience noted in facilities and engineering roles including at Baltimore Gas and Electric.
- Jim Quirogloo — appointed senior supervisor, Office of Facilities Construction and Improvement, introduced with experience as senior project manager and in multiple construction and architectural roles.
Board members and the superintendent thanked the appointees and each was welcomed to their role. The board’s roll call for the administrative appointments likewise showed unanimous support on the motion on the consent agenda; the chair announced the motion carried.
What happened in the meeting: the appointments were presented as part of the consent agenda after a closed session on personnel matters. There was no separate debate on any individual appointment beyond the superintendent’s presentation of experience and a brief recognition on the dais.
