Planning staff explained the industrial standard typically limits tilt‑up panels without a waiver because plain tilt‑up can appear visually plain; the applicant proposed stamped form‑liner panels on the front to mimic brick or stucco textures and EIFS on other front panels. Ben Swift of Lovett Industrial said the form liner is structural and better suited for durability than applying a nonstructural brick veneer or stucco overlay, which he said could require higher maintenance.
Commissioners and staff discussed precedent and the possibility of revisiting industrial design standards in a future zoning update so the commission could weigh aesthetics on a case‑by‑case basis. Several commissioners praised the textured tilt‑up approach as an improvement over bare metal or smooth concrete panels.
Commissioner Altizer moved to approve the site plan with staff comments; Commissioner Martin seconded. The roll‑call vote was 8–0 in favor. The developer will proceed to permit submittal under conditions listed in staff comments.
