Senator Bruce E. Tarr offered multiple amendments aimed at prioritizing bills carried over from prior sessions, tightening the use of executive sessions and imposing time limits and transparency requirements on conference committees. "This amendment tends to a subject that I know we've all had frustration with," Tarr said as he introduced a proposal to prioritize bills that made substantial progress in the previous session. He later said of executive sessions: "It should not be done lightly. It is shielding a discussion from the eyes of the public, and we should, madam president, wield that responsibility with a serious concerted approach."
The most consequential outcome of the debate came on a proposal that would require a two-thirds vote to send a conference committee into executive session in some circumstances. That amendment — introduced by Tarr as part of a set of package changes to committee rules — was adopted after debate.
