Richfield council proclaims Black History Month, approves consent calendar including $1 million reserve for Woodlake funding

The Richfield City Council on Feb. 11 adopted a proclamation declaring February 2025 as Black History Month and approved the meeting minutes corrections and the consent calendar items en bloc.
Mayor Mary Supple presented the proclamation, which the Human Rights Commission supported at its Feb. 4 meeting. Carol Kelly of the Richfield Human Rights Commission accepted the proclamation and thanked the council. The proclamation text noted that in January 2025 the city swore in Rory Coleman Woods as the city’s first Black female councilmember and recognized contributions by people of African descent. Kelly described Richfield as a diverse community and thanked the city for the recognition.
The council approved corrections to the Jan. 28 work session and regular meeting minutes, including correcting which councilmember inquired about emergency calls related to rentals (Councilmember Burke) and fixing a typographical misspelling of Margaret Perez’s name; the council also removed a misattributed congregation name for a speaker so the minutes now identify the speaker simply as a pastor.
By voice vote the council approved the consent calendar. Items listed on the consent calendar were:
- Consent item A: Approve second reading of an ordinance amendment pertaining to Richfield City Code section 925.01 (public nuisance). The first reading was approved Jan. 28, 2025. - Consent item B: Adopt a resolution designating $1,000,000 from the City of Richfield Capital Reserve Fund to serve as assurance for funding of the Woodlake Nature Center building project and to allow release of $12,000,000 from a 2023 state appropriation administered by the Minnesota Department of Employment and Economic Development (DEED). - Consent item C: Approve the first amendment to the foundational public health responsibility agreement with the city of Bloomington. - Consent item D: Approve a fifth amendment to the agreement with the city of Bloomington for the provision of public health services for Richfield for 2025.
Councilmember Christiansen moved approval of the consent calendar; a second was recorded and the items were approved without further discussion. Council later approved claims and payroll by voice vote.
Councilmembers also approved the meeting agenda at the start of the session and held a ceremonial “hats off” recognition for parks and recreation programming and for utility staff participation in an Engineers Without Borders project that brought clean drinking water to a village in Kenya.
