The Senate Finance Committee adopted committee substitutes for the operating and mental-health budget bills on Feb. 12 and set those substitutes as the committee’s working documents.
At the start of the meeting, a committee member moved to "adopt committee substitute for senate bill 56 version n as our working document." After staff explained that the CS (often called CS 0) is the governor’s introduced budget reformatted into the legislature’s stylistic and legal form — "the governor's introduced budget with no policy changes, just put into the style and format of our legislative legislative legal services and legislative finance" — the objection to the motion was removed and the motion was adopted by voice vote. Pete Eklund, operating budget coordinator, explained the purpose of the committee substitute.
The committee followed the same process for the mental-health budget. A motion was made to "adopt the committee substitute for senate bill 58 version n as our working document," staff explained the CS mirrors the governor’s introduced mental-health budget with no policy changes, and the committee adopted that substitute by voice after objections were withdrawn.
Procedural note: the committee adopted both substitutes as working documents for amendment and deliberation; no roll-call tallies were recorded in the hearing transcript and senators adopted the motions by voice after staff clarification.
