The change reallocates day-to-day maintenance and contracting authority for those lots to OMES. Rep. Blair told the committee, “OMES will be responsible for the maintenance of the parking lots. They will get the contracts. They will take care of, the, projects themselves. ODOT will, they will be involved but OMES will have the responsibility.”
Committee members pressed for clarifications about which lots are covered and who performs repairs. Rep. Wilk asked whether the repealer applied only to parking lots "here on the Capital Complex," and Rep. Blair and staff confirmed the bill covers the Capital Complex parking lots defined in the existing statute.
Several members asked specifically about the Cowboy Hall of Fame lot. Director Gatz of OMES told the committee the Cowboy Hall of Fame had been included in the statutory language but "it was never established as part of the quote unquote Capital Complex Area Park. So the we don't do the maintenance on the lot, but we do the snow and ice clearing, which we would continue to do in the Capital Complex. So does that make sense?" Committee members and staff confirmed there is no change to how the Cowboy Hall of Fame lot has been handled operationally: OMES will assume the statutory maintenance responsibility for the listed Capital Complex lots, while snow-and-ice operations historically performed by ODOT on that lot would continue.
