The Legislative Council adopted the 02/2025 legislative drafting manual on Feb. 12, instructing Legislative Legal Services to use the updated manual in drafting bills and statute revisions for the 2025–2026 cycle.
Emily Nauman, director of Legislative Legal Services, and Hillary Martin, reviser of statutes, presented the manual and a memo describing changes. Martin told the council that the manual is required under uniform rule 10 and AS 41.0.060 (as cited in the transcript) and that Laura Brown and herself prepared the update. The changes presented were limited; Martin said the only substantive difference in the copy provided earlier was corrected page-numbering that occurred during printing.
Council members approved the manual after brief discussion. Nauman also noted a practical detail: the manual’s color changes yearly (the 2025 copy is peach) to help members distinguish the current version from prior editions. The adopted manual will govern drafting standards for the legislative cycle.
