Committee puts two recently created state parks on road‑improvement fund list; bill to full Senate

SALT LAKE CITY — The Senate Natural Resources committee voted unanimously to favorably recommend House Bill 345, a technical fix to include two recently created state parks in the code section that allows state parks to draw from the Utah Department of Transportation’s access road improvement fund.
Representative Sawyer told the committee that Utah Raptor State Park (Grand County) and Lost Creek State Park (Morgan County) were omitted from the statutory list when they were created in 2021. “This simply corrects an oversight and allows those parks to access the funds like every other park,” the sponsor said. Kerry Gibson of Morgan County testified in support.
Senator Hankins moved a favorable recommendation and later moved the bill be placed on Senate consent because the committee recorded no opposition. The committee approved both motions by voice vote.
The change would let the two parks access the fund for maintenance and safety improvements to their access roads; sponsors said the statutory list includes multiple parks (the sponsor noted the code lists 46 parks overall but a current internal list portion shown in committee displayed fewer entries).
