Council authorizes design work for lead service-line replacement after inventory finds ~50 customer-side lines

City staff told the Mound City Council on Feb. 11 that the city's lead-service-line inventory returned results showing more than 50 customer-side lead or galvanized services among approximately 3,200 inventory responses, and the council authorized design work so the city can pursue state Drinking Water Revolving Fund (DWRF) assistance to replace those lines.
Staff explained Department of Health and EPA guidance treats galvanized lines that were ever downstream of lead as candidates for replacement. Because homeowners cannot directly apply to the state program, the city must administer the work and apply for DWRF reimbursement. The city applied and was placed on Part B of the funding list; staff said that with council authorization they will submit certification-level plans for Department of Health review in March, seek approval in June and bid and award in July with construction possible as early as August.
Staff estimates the project will cover dozens of homes and noted there remain roughly 800 properties that did not complete inventories; the initial project list reflects only those properties that returned inventory information showing lead or galvanized lines. Staff described both open-trench and trenchless options for replacing service lines from the curb stop to inside the home; the most economical approach will depend on site conditions but some work may require accessing basements and restoring disturbed lawns.
Council approved a resolution authorizing preparation of plans and specifications for the lead service-line replacement project so the city can finalize its DWRF submission and proceed toward design and bidding.
