Board selects Park Hill for five-year airport engineering master agreement

The Regional Airport Board voted Feb. 11 to award RFQ 2024-14, a five-year master on-call agreement for airport engineering services, to Park Hill Engineering. Staff said the decision followed a committee review and that a completed master agreement will return to the board next month before going to Guthrie City Council for final approval.
Staff reported that two firms submitted statements of qualifications: Park Hill and Lochner. The selection committee'which included the board chairman, the vice chairman and the Guthrie city manager'unanimously recommended Park Hill, citing the firm's existing relationships with the Oklahoma Department of Airports Administration (ODAA), state and federal stakeholders, and Park Hill's current involvement on the airport capital improvement program, including a listed $5,000,000 taxiway project and schematic terminal design work.
Board members noted the relatively low response rate of two submittals and said that many engineering firms are busy with grant-funded projects; some members said that firms sometimes defer bidding when an incumbent firm already holds significant work on an airport. Staff said the board could re-advertise the RFQ if members wanted additional proposals, but the committee and several board members expressed confidence in Park Hill's familiarity with the airport's planned workload.
The board's approval authorizes staff to complete the master on-call agreement with Park Hill and present that contract for board approval the following month; pending board approval, the contract will then be submitted to Guthrie City Council for execution. The RFQ award was moved and seconded and approved during the meeting; the transcript did not include a roll-call tally of votes or the names of the mover and seconder.
The committee followed FAA guidance in advertising the RFQ, and staff stated they will return a completed agreement for board review at the next meeting.
