Airport staff and the developer described multiple causes of the delay. The developer said a state permitting requirement became more extensive after a water line in the planned building area proved to be 12 inches rather than the 8-inch line shown on earlier drawings; that change required additional engineering, surveys and state approvals. Staff and the developer also reported subcontractor rescheduling, incorrectly sized door paneling from a manufacturer, scheduling interruptions during holidays, and weather that prevented exterior spray-foam work. The developer told the board he expected to finish interior and remaining work within three to six weeks once the outstanding items were completed.
Board members also discussed whether the template construction timeline in the lease remains appropriate for larger hangars proposed on new airport property. Several board members said the current requirement'six months to start and 120 days to finish'can be unrealistic for larger corporate hangars and can prompt repeated extension requests. Staff said they were considering rewriting lease language for new projects so timelines can be set case by case and presented to the board for approval. One member cautioned the board that any relaxed timeline should still prevent someone from securing site control and then doing nothing.
