The Austin ISD Board of Trustees on Feb. 13 accepted a monitoring report on Constraint Progress Measure 4.1, which tracks early-learning classroom practices under the district’s Early Learning Initiative and the board’s constraint that the superintendent shall not require developmentally inappropriate practices for pre-K through second grade.
Ms. Petruzzini (director within academics) and other early-learning staff told trustees that the constraint progress measure will use teacher observation scores from the Professional Pathways for Teachers (PPFT) appraisal system as a baseline and that this year is a baseline year for setting multi-year targets. "When we look at how principals are scoring teachers in PPFT, the classroom environment, the routines and procedures is really solid," Ms. Petruzzini said, highlighting strengths observed in classroom environment while noting variation in instructional practices.
The presenters and trustees discussed differences across campus bands: Trustee Singh asked why Band 1 campuses scored lower on the walkthrough form than Band 4 campuses. Administrators said possible drivers include teacher experience, alternative certification and principal familiarity with developmentally appropriate practices; they described plans to provide targeted professional learning and to refine observation tools to better capture developmentally appropriate instruction in tiered models.
The board accepted the report after discussion. Secretary Gonzales made the motion and Trustee Quintana seconded; the motion carried on the dais. Trustees and staff emphasized that the submitted data were historical (last school year’s PPFT scores) and that current-year professional learning and additional coaching have already begun. District staff told trustees the baseline data will inform a multi-year plan; refinement of the PPFT rubric and targeted coaching for principals and teachers are next steps.
Administrators also described how the district will incorporate MTSS and master-schedule planning to ensure teachers have scheduled collaborative planning time and that intervention structures are embedded in campus schedules. Upcoming deliverables tied to the constraint include continued professional learning, follow-up walkthroughs and reporting to the Board.
