Johnson County Public Building Commission approves $6.365 million revenue bond for county facility improvements

The Johnson County Public Building Commission on a 7-0 vote approved Resolution PBC125 to authorize issuance of revenue bonds not to exceed $6,365,000 plus the cost of issuance and related financing costs for improvements to the Northeast Office Building, the Administration Building and the New Century Adult Detention Center.
Commissioner Myers moved to approve the resolution, saying, "I move to approve and adopt resolution number PBC one-twenty 5 to authorize the issuance of revenue bonds in an amount not to exceed $6,365,000 plus the cost of issuance and related financing costs for the purpose of improvements to the Northeast Office Building, Administration Building, and New Century adult detention center to authorize the execution of a cooperation agreement between Johnson County, Kansas and the Public Building Commission and providing for the giving of notice of said intention." Commissioner Allenbrand seconded the motion. The clerk called the roll; Commissioners Fast, Myers, Brewer, Hanslick, Ashcraft, Allenbrand and Chairman Sherman Kelly all voted "aye." The motion carried 7-0.
Earlier in the meeting the commission approved the Public Building Commission business session minutes from Feb. 6, 2025. That procedural motion also passed unanimously after a roll-call vote.
Leslie Friedel of Johnson County Budget and Financial Planning was present to introduce the financing item and answered procedural questions; a registered public commenter for the item, Ben Hobert, was noted as not present. No substantive questions or amendments to the financing resolution were recorded in the meeting transcript.
Resolution PBC125 also authorizes the execution of a cooperation agreement between Johnson County, Kansas and the Public Building Commission, and directs staff to give required public notice of the county's intention to issue the revenue bonds. The resolution text, as moved on the record, specifies the bond cap and references payment of costs of issuance and related financing costs but does not list bond terms, schedules or a sale date in the recorded motion.
The commission adjourned after the vote and directed the clerk to prepare the system for agenda review.
